Minutes of Meeting held in the Memorial Hall, Cranmore on the
10th September 2007 at 7.30pm

The Chairman opened the meeting at 7.30pm

Item 1 – Apologies for absence.

Item 2 – Declaration of Interest

None

Item 3 – Minutes from the Meeting held on the 13th August 2007.

These were proposed by Brenda Edwards and seconded by Richard Payne and accepted as a true record of the meeting.

Item 4 – Matters arising from the Minutes

Sign posting and Roadside Verges (On going from May)

Nothing had been heard from Mendip DC regarding sign posting to West Cranmore and the roadside verges that had previously been used for allowing on coming traffic to pass in East Cranmore Lane.
The Chairman will again chase this issue.

Filing cabinet for the Jubilee Room (On going from May)

Following the meeting of the Village Hall Committee on 01 August 2007 the Parish Council has been granted permission to place a filing cabinet in The Jubilee Room.
This is subject to the following conditions; it must have wheels and be aesthetically pleasing. The Parish Council agreed on a four drawer cabinet. The Chairman had not had opportunity to order the cabinet. He will do so as a matter of priority.

Traffic Issues in Tansy, Waterlip and Long Cross areas

Following the traffic issues raised by Mr Ken Wag the Chairman has spoken with Doulting Parish Council regarding additional advice and support.
He is still awaiting a reply, having chased this issue.
The Chairman will chase once again. Action. The Chairman.

Speedwatch

The issue of Speedwatch. Since the last meeting the camera has been used in Dean and 1 additional site within the last six weeks.
Action. Complete.

Problems with the stream running North to South of the A361

Since the previous Parish Council meeting Richard Payne has spoken with County Council who confirmed that they have completed an inspection and that they are satisfied water is running freely (reference number 149112).
Action. Complete.

Footpath in Martins Paddock

The matter of the footpath in Martins Paddock previously raised by Christine Smith is still in hand with Alan Price. He has drafted and sent a letter regarding this to Somerset County Council and is still awaiting a reply.
Action. Alan Price.

Breaking up of the Pond Wall

The matter of the Pond Wall breaking up and the road dropping alongside the pond previously raised by Mike Pennery is still in hand with Alan Price. He has drafted and sent a letter regarding this to Somerset County Council and is still awaiting a reply.
Action. Alan Price.

Enforcement.

Further to the last meeting the Parish Councillors attended the Stotts site on Thursday 23 August at 4.00pm following an invitation from Mr Stott. As the notice itself came into effect on 02 September 2007 (only 8 days prior to the date of the Parish Council meeting) It was decided to follow this matter up in a couple of weeks to check progress.
The Chairman will undertake this.

Replacement/Refurbishment of Gates

Alan Price is now in procession of a new gate to be placed at the Tennis Courts. He will arrange for the gate to be hung in the coming weeks. Alan Price will chase the matter of refurbishment of the gate to Jills Close.

Safety Signage

3 x Signs remain the requirement. Richard Payne has been in contact with Manufacturers regarding this. However it was decided to hold on this matter until a decision is reached regarding the sub-committee.

Safety Flooring

Richard Payne has accepted the quotation from Ford Brothers for the Safety Flooring. Work will commence in the next two weeks.

Street Cleansing/Weed Cleaning

Brenda Edwards reported it is highly unlikely that any work will now be undertaken this year.
Looking forward to next year Brenda Edwards will write to both Connaught and Somerset County Council to request the dates on which the Parish Council can expect the work to be undertaken. Brenda Edwards will also write to Mendip District Council to obtain a list of responsibilities regarding this matter.

Dog Waste Bin

Brenda Edwards reported that this has been ordered and that delivery can be expected within the next three weeks. The bin will then be sited by the Village Hall as previously ageed.

Shooting Range

The planning application has been rejected. Following experience gained during the process of discussion surrounding this application Alan Price suggested that we liaise with Wanstrow Parish Council on a far more regular basis.

Item 5. Open Meeting

Refuse Collection.
ECT will be taking over from the October 2007 when Cardboards and Plastics will also be collected. John Reakes suggested the Parish Council write a thank you letter to Cleanaway for services to the end of September.
Parish Clerk to undertake.

Item 6 – Affordable Housing

The open meeting on Wednesday 12 September 2007 was discussed with particular reference to the very pleasing level of attendance.
Very positive feedback was received regarding the design and layout of the houses. Two members of the public expressed concern over the siting of the affordable housing, with its knock on problems with traffic Cooks Lane.
With regard to a timescale, the planning application should be submitted by the end of this month. Tied in with this is the land transfer which will be completed at the same time as the building contract.
Depending on the planning it is hoped a start will be made on site in early December 2007, with completion in September 2008 and immediate occupation.
Mention was given to section 106 as a possible cause for delay. It was suggested that in the interim the Parish Council liaise with both Batcombe and Pilton Parish Councils as both Parishes have already been through this process.

Item 7 – Children and Youth Survey

8 replies have been received. These will be circulated and conclusions discussed - probably at a short meeting held before the next Parish Council meeting. Date as yet undecided. It was decided to place a reminder to Parishioners that the surveys should be completed and returned in the next issue of the Cranmore Grapevine.

Item 8. Planning

Nothing received. It was however noted that Application No: 067974/008, Baytree, Cooks Lane was rejected as confirmed in the Shepton Mallet Journal.

Item 9. Correspondence

Correspondence received this month included;

No Correspondence has been received.

Item 11. Finance.

The Finances have been handed over to the Clerk – Kate Gunby.

Item 12. Parish Matters.

12. a. Jills Close

Following the suggestion to set up a Sub-Committee or for the Community Group to take responsibility for Jills Close to facilitate applications for future grants, Brenda Edwards has spoken with the Community Group. They do not wish to accept this responsibility. Brenda Edwards will liaise further with Gloria Cawood to discuss the setting up of a Sub-Committee and will report her findings.

12. b. Drains

Richard Payne reported problems with 3 drains;
Upper Crane Cottages – Drain blocked and water running down road – Ref 154829
Piers Road – Drain blocked and water running down road – Ref 154834
Wanstrow, Batcombe, Cranmore junction – Drain blocked and water running down road – Ref 154835
These have all been reported by Richard Payne. Reference numbers as indicated above.
