The Chairman opened the meeting at 7.30pm
Item 1 – Apologies for absence.

Item 2 – Declaration of Interest

Item 3 – Minutes from the Meeting held on the 09th September 2007.
These were proposed by Richard and seconded by Max Edgar and accepted as a true record of the meeting.
Item 4 – Matters arising from the Minutes
Sign posting and Roadside Verges (On going from May)
It was confirmed that the verges in East Cranmore Lane have now been cut back.
Action. Complete.
It was noted that the hedges in Cooks Lane have not yet been cut back and that this is expected to be done during October. The Chairman will contact Mendip DC to establish when we can expect this to be completed.

Again nothing further had been heard from Mendip DC regarding sign posting to West Cranmore and it appears that Mendip are now unable to trace a file or the initial enquiry. The Chairman will once again raise this issue with Mendip as a new enquiry and chase accordingly.

Filing cabinet for the Jubilee Room (On going from May)
The Chairman reported that he had identified the following options; he can source a four drawer cabinet for approximately £150.00 immediately or if the Parish Council are content to wait until around the end of October his employer will donate a second hand filing cabinet at no charge. It was decided to wait until the end of October to receive a cabinet at no charge. Wheels will need to be added to the base of the cabinet as previously discussed. Alan Price will undertake this task once the cabinet is received.

Traffic issues in Tansy, Long Cross and Waterlip.
The Chairman has previously spoken with Doulting Parish Council regarding additional help and support in regard to this issue. Efforts to continue in this vain wherever appropriate.

Footpath in Martins Paddock
The matter of the footpath in Martins Paddock previously raised by Christine Smith is still in hand with Alan Price. He has drafted and sent a letter regarding this to Somerset County Council. He has been chasing and is still awaiting a reply.

Breaking up of the Pond Wall
Since the last meeting Mike Pennery has entered into correspondence with a Mr Lake who has confirmed that the matter will be dealt with over the course of the next three to six months.

Enforcement.
The Chairman will continue to check the progress of this matter and report back anything relevant to the Parish Council.

Replacement/Refurbishment of Gates
Alan Price has been keeping a close eye on this matter and to date the work has still not been completed. It is expected to be carried out by Wednesday 17 October, however if this is not the case, Alan Price will himself undertake all works under Health and Safety grounds and send a bill to Mendip accordingly.

Safety Signage
It was decided that this matter is now of highest priority and cannot wait for a decision to be reached regarding the sub committee. It was therefore decided to proceed with this matter, giving the Parish Clerk as the primary contact (on behalf of the Paris h Council)on the signs. Richard Payne will order the signs accordingly.

Safety Flooring
Following Richard Payne’s acceptance of the quotation from Ford Brothers nothing further has been heard. Alan Price will chase and progress this matter.

Street Cleansing/Weed Cleaning
Following discussions at the previous meeting regarding it being highly unlikely that any work will now be undertaken this year, the Chairman was pleased to report that some work has been undertaken.

Dog Waste Bin
Brief further discussions were entered into to finalise the exact siting of the bin. It was decided to not deviate too far from the previously decided site (by the existing waste bin outside the village hall). Alan Price to apply basic common sense when installing the bin in its final position.

Shooting Range
It was decided this matter was closed and no further action was required.

Refuse Collection.
Following John Reakes suggestion that the Parish Council write a thank you letter to Cleanaway for services to the end of September, the letters have been written and posted by the Parish Clerk.

Drains
Richard Payne reported problems with 3 drains;
Upper Crane Cottages – Drain blocked and water running down road –
Ref 154829 This has since been inspected and confirmed as satisfactory.
Action. Complete.
Piers Road – Drain blocked and water running down road – Ref 154834
Wanstrow, Batcombe, Cranmore junction – Drain blocked and water running down road – Ref 154835
Both sites have been inspected and it has been agreed that work should be undertaken. This will be done in the near future. To be monitored.

Item 5. Open Meeting
Planning Application number: 067238/028
Location: Land at Wilmotts Business Park, Waterlip
Chris Langdon addressed the meeting to present further details regarding this application. Namely that the actual site falls within Doulting Parish; it is brownfield site; outline permission is being sought for B1 Business use for an office building with parking places.
This was proposed by Richard Payne and seconded by Alan Price and approved by the councillors.
Item 6 – Affordable Housing
Following recent discussions and consultations Richard Payne was able to report that the planning application had been submitted to Mendip District Council by Hastoe today. They will then await the appropriate decision. During this waiting period they will finalise the contract details with the developer and complete the land transfer once planning approval has been confirmed. A Parish meeting to discuss the plans was discussed and decided to be a good idea at the appropriate time.

Item 7 – Children and Youth Survey
The surveys have been recirculated. As yet the number of replies received remains 8. It was decided that a further meeting should be held to discuss this project. Gloria Cawood suggested that first this matter should be fed into the Neighbourhood forum meetings by Brenda Edwards.

Item 8. Code of Conduct.
This was accepted at the Parish Council meeting of 13 August 2007. Proposed by Brenda Edwards and seconded by Richard Payne. the Chairman will now check with Vivien Pay whether the Parish Councillors are required to sign any associated documents in relation to this. Copies of the Code of Conduct and any other relevant paperwork to be circulated.

Correspondence relating to this was received in September and Alan Price has been dealing with the matter/liaising with Mendip. Alan will circulate all relevant documents in the correspondence box.

Item 13. Finance.
An invoice for £280.31 has been received in respect of the Dog Waste Bin, already received by the Parish Council. It was proposed that this was paid by Richard Payne and seconded by Max Edgar.
The precept and budget moving forward and for next were discussed. It was decided to address both in a further meeting. Date yet to be confirmed, anticipated to be held at the end of October or beginning to Mid November.
Item 14. Parish Matters.
Jills Close
Following the suggestion to set up a Sub-Committee or for the Community Group to take responsibility for Jills Close to facilitate applications for future grants, Brenda Edwards has spoken with the Community Group. They do not wish to accept this responsibility. Brenda Edwards is still liaising further with Gloria Cawood to discuss the setting up of a Sub-Committee and will report her findings. This will be raised at the next neighbourhood forum meeting.

Parking at Crane Cottages and Cooks Lane
Richard Payne reported that he has received objections from Upper Crane Cottages regarding this matter namely the unsuitable positions in which certain vehicles are parked. Gloria Cawood confirmed that she has aleady raised this matter with Cranmore’s beat officer. It was suggested the next course of action would be to liaise with Shepton Mallet police station to establish the best way forward, including taking photographs. The Chairman to undertake.

150 years since the Railway came to Cranmore!
Richard Payne reported that he had attended a meeting at Tor Quarry, where the impending 150 year anniversary of the railway was raised by Angela Yeoman and Gloria Cawood. It was decided that the Parish Council should write to the railway and ask if there is anything we can do to assist any plans/celebrations. Parish Clerk to undertake.

Historic Cranmore!
Gloria Cawood reported that she had received a telephone call from Betty Hayes of Dean, who has come across various historic literature relating to Cranmore Parish. It was noted that this wonderful history exists and may be useful in future celebrations etc.
