Minutes of Meeting held in the Memorial Hall,
Cranmore on the 12th November 2007 at 7.30pm

The Chairman opened the meeting at 7.30pm

Item 1 – Apologies for absence.

None

Item 2 – Declaration of Interest.

None

Item 3 – Minutes from the Meeting held on the 08th October 2007.

These were proposed by Richard Payne and seconded by Alan Price and accepted as a true record of the meeting.

Item 4 – Matters arising from the Minutes.

Sign posting and Roadside Verges (On going from May)

It was noted that the hedges in Cooks Lane have now been partially cut back and that this is expected to be completed this week. The Chairman will contact Mendip DC to establish when we can expect this to be completed.
It was also noted that this task has been an ongoing matter since the Spring. It was therefore agreed that both Gloria Cawood and The Chairman will contact Somerset County Council to ensure the cutting of hedges within the Parish receives due and prompt attention.

Again nothing further had been heard from Mendip DC regarding sign posting to West Cranmore. The Chairman will chase this matter accordingly.

Filing cabinet for the Jubilee Room. (On going from May)

The second hand filing cabinet has been donated and is now in place in the Village Hall. It was noted that arrangements need to be made for this to be best utilised and the for all Parish paperwork to be organised and stored therein. Date yet to be confirmed.

Footpath in Martins Paddock.

The matter of the footpath in Martins Paddock previously raised by Christine Smith is still in hand with Alan Price. Since his most recent letter to Somerset County Council a site visit has taken place and the matter is on going for the time being.

Replacement/Refurbishment of Gates.

The work has now been completed on one of the gates. Alan Price will continue to monitor progress.

Safety Signage.

It was reported that the wording on the signs has now been agreed with the Parish Clerk. The colour schemes for the signs were then agreed upon by the Councillors. Richard Payne to order the signs accordingly.

Safety Flooring

This has now been completed. There was suggestion that the Parish Council ask for donations toward this matter.

Dog Waste Bin

The installation of the bin is currently in hand with Alan Price.

Drains

Piers Road – Drain blocked and water running down road – Ref 154834
Wanstrow, Batcombe, Cranmore junction – Drain blocked and water running down road – Ref 154835
Richard Payne reported that since both sites were inspected work has been undertaken and the matters have now been resolved.

Jills Close

Following the suggestion to set up a Sub-Committee or for the Community Group to take responsibility for Jills Close to facilitate applications for future grants, Brenda Edwards has spoken with the Community Group. They do not wish to accept this responsibility.
Brenda Edwards is still liaising further with Gloria Cawood to discuss the setting up of a Sub-Committee and will report her findings. This will be raised at the next neighbourhood forum meeting.

Parking at Crane Cottages and Cooks Lane

It was reported that following attempts to liaise with Shepton Mallet Police Station to establish the best way forward there is some confusion over who the PCSO/s and the Beat Officer/s for Cranmore Parish are. Both the Chairman and Gloria Cawood will continue to pursue this matter with Shepton Mallet Police Station.

150 years since the Railway came to Cranmore!

It was established that the Parish Clerk should wrote to Dick Masters regarding this matter. Parish Clerk to undertake.

Neighbourhood forum.

Brenda Edwards was unable to attend the meeting on Thursday 18 October 2007 as she was on holiday. Brenda Edwards to continue to keep in touch with the forum and report back anything of relevance.

Item 5. Open Meeting.

Ken Wagg again raised the issue of the breaches of operating hours at Quarry Way, Waterlip. The Chairman will follow these matters up and report his findings.

John Reakes reported on intended improvements to Cranmore Village Hall as proposed by Cranmore Community Group.
The required improvements are to the existing lighting and the installation of a Hearing Loop. Quotations have been requested and are awaited. It is anticipated that the Hearing Loop will cost £900.00. It was decided that the Parish Council would support the improvements and an application for a grant from the Aggregates Levy Fund.
Brenda Edwards will obtain and supply the appropriate form. Gloria Cawood will investigate additional sources of funding to assist with the project.

Item 6. Children and Youth Survey.

Since the last meeting 1 more reply has been received, which makes a total of 10.
The Chairman and Richard Payne have discussed the results of the survey and reported these to the meeting. The main points of discussion were the trampoline club in Shepton Mallet, utilising Cranmore Tennis Club and possibly the facilities at All Hallows School. Also discussed were the possibilities of showing films in the Village Hall – possibly by loaning the equipment from Batcombe Parish and the availability of coaching grants to assist with sporting activities.
It was decided that a note of thanks and an action plan should be published in the Cranmore Grapevine.

Item 7. Code of Conduct.

This was agreed as now complete.

Item 9. Public rights of Way

Lynn Walker reported that she has returned to Mendip District Council paperwork relating to a grant. This was done with Alan Price named as the contact. Various discussions took place and it was decided that this matter should be a separate agenda item at the next Parish Council meeting.

Chris Langdon and Lee Wright both addressed the meeting to present further details regarding this application. As did several residents from Waterlip.
Following the addresses and various discussions an objection to this application was proposed by Lynn Walker and seconded by Brenda Edwards and the Councillors on the following grounds;
the application is inconsistent with the parish plan
the increased need to travel is against government policy
serious issues of concern over increase in noise and traffic
questions over this existence of hazardous materials on site

Response to Planning Contravention Notice Location: The Old Laundry, Cooks Lane
Response denies permanent residential use but admits to occasional residential use. As there is no evidence to contradict this, no further action will be taken.

Item 12. SALC

It was noted that a meeting of the East Area will be held at Glastonbury Town Hall on Monday 03 December 2007.

Item 13. Finance.

An invoice for £1661.98 in respect of the safety flooring has been received. It was proposed that this was paid by Max Edgar and seconded by Alan Price.
An invoice for £65.98 in respect of the refurbishment of the gates has been received. It was proposed that this was paid by Max Edgar and seconded by Alan Price.

Following previous discussions regarding the budget and precept for next year, it was agreed that a further meeting be held to discuss this specifically. The meeting was agreed for Tuesday 20th November at 2007, 7.30pm, at The Chairman’s home. All Councillors and the Clerk to attend.
