Minutes of Meeting held in the Memorial Hall, Cranmore on the
10th December 2007 at 7.30pm

The Chairman opened the meeting at 7.30pm

Item 1 – Apologies for absence.

None

Lynn Walker arrived at 19.44.

Item 2 – Declaration of Interest.

None

Item 3 – Minutes from the Meeting held on the 12th November 2007.

These were proposed by Richard Payne and seconded by Alan Price and accepted as a true record of the meeting.

Item 4 – Matters arising from the Minutes.

Sign posting and Roadside Verges (On going from May)
The Chairman has contacted Mendip DC to establish when we can expect this to be completed. A reply has been received confirming that we need to write to Somerset County Council regarding this matter. The chairman will undertake.

In the same reply it was noted that we need to write to Somerset County Council regarding Cooks Lane hedge. The Chairman to undertake accordingly.

Filing cabinet for the Jubilee Room. (On going from May)
It was reported that the Community Group and the Village Hall Committee now have alternative plans for filing storage within the Village Hall. The intention is now to install 2 permanent storage cupboards in the alcoves underneath the adjoining windows at the end of the Village Hall. With the intention that one of these be for use by the Parish Council. It was agreed that the cost of this storage should be split equally between the 3 bodies.

Footpath in Martins Paddock.
The matter of the footpath in Martins Paddock previously raised by Christine Smith is still in hand with Alan Price. Since his most recent letter to Somerset County Council a site visit has taken place and the matter is on going for the time being. Alan Price to chase a response.

Replacement/Refurbishment of Gates.
The work has now been completed. Combination locks have also been added to each gate for security. Alan Price gave the combination to Kate Gunby to hold as Parish Clerk and in case of emergencies.

Safety Signage.
The signs have been ordered and put into place.
Action. Complete.

Safety Flooring
A donation of £500.00 towards this has been received by the Parish Council from the Community Group. It was agreed that the Parish Clerk should write a letter of thanks. The Parish Clerk will also contact Gloria Cawood to request a further donation (as she previously suggested may be available).

Dog Waste Bin
The installation of the bin is currently in hand with Alan Price.

Jills Close
Following the suggestion to set up a Sub-Committee or for the Community Group to take responsibility for Jills Close to facilitate applications for future grants, Brenda Edwards has spoken with the Community Group. They do not wish to accept this responsibility. Brenda Edwards is still liaising further with Gloria Cawood to discuss the setting up of a Sub-Committee and will report her findings. This will be raised at the next neighbourhood forum meeting.

Parking at Crane Cottages and Cooks Lane
Following the confusion over who the PCSO/s and the Beat Officer/s for Cranmore Parish are, Shelly Day the PCSO attended and addressed the meeting. She agreed to assess the parking issues by visiting the site and report back accordingly at the next Parish Council Meeting.

150 years since the Railway came to Cranmore!
The Parish Clerk has written to Dick Masters regarding this matter.

Neighbourhood forum.
Brenda Edwards will continue to keep in touch and report anything of relevance.

Improvements to the Village Hall.
Following the intended improvements reported by John Reakes at the previous meeting (to the existing lighting and the installation of a Hearing Loop) Brenda Edwards was able to report he is now dealing with the matter accordingly.

Children and Youth Survey.
Further to previous discussions the Chairman was able to report that he is waiting for the next Church meeting to address the idea of film shows. He will also contact both All Hallows and the Tennis Club to address utilising these facilities.

Item 5. Open Meeting.

Following discussions between the Councillors and Shelly Day (PCSO) it was decided that;
1) any relevant crime updates will be communicated and appear in the Cranmore grapevine
2) Shelly will obtain details of all the Neighbourhood Watch Schemes in Cranmore and report these at the next meeting
3) Shelly will provide some display literature with reference to herself and General Policing as available

Item 6. Public rights of Way

Lynn Walker reported that Tony Collins has agreed to undertake the maintenance of the footpaths within the Parish for the fee of £10.00 per hour up to 15 hours a year.
The Chairman is to obtain a map and highlight the footpaths for which the Parish Council are responsible to assist Tony in this task.

Item 9. SALC

Alan Price and Brenda Edwards reported that they had attended the East Mendip meeting. There was nothing to report from the meeting as it concerned other areas.

Item 10. Finance.

A further meeting to discuss the budget and precept for next year was held on Tuesday 20th November at 2007 at 7.30pm. It was attended by the Councillors and the Clerk.
Action. Complete.

a. Approval of precept

At this meeting it was decided it was not necessary to increase the precept. Approval of this was proposed by Brenda Edwards and seconded by Max Edgar. It was decided that this will be publicised in the Cranmore Grapevine, with a note of thanks to the Community Group and acknowledgment of the efforts of the Parish Council (particularly in obtaining grants).

Item 11. Parish Matters.

Following receipt of a letter from Mark Knight of Crane Cottages, regarding the installation of a gate at the rear of his property giving access to the playing field. It was decided the Parish Clerk should reply, acknowledging receipt of his letter, approving the existence of the gate, but confirming it does not give any permanent right of way.

Lynn Walker reported that she had contacted the highways regarding the Cones in East Cranmore Lane, she is still awaiting a reply.

Gareth Stone reported an ongoing issue with bin lids coming off in Jills Close, leading to rubbish being blown out. It was decided that chains should be affixed to the lids to prevent this continuing.

Brenda Edwards reported that she had been dealing with issues regarding the gates to the Tennis and Cricket Club which have now been resolved. A combination lock is now in place and both organisations have the combination. It was suggested that a liaison person from each organisation be appointed to deal with any future issues. The Parish Clerk will write to each to suggest this.

Health and Safety inspections to both Jills Close and the Tennis/Cricket grounds were also discussed, along with the issue of nominal rents. The Chairman will investigate the history of and clarify the current situation with Christine Smith and report his findings.
