Minutes of Meeting held in the Memorial Hall, Cranmore on the
14th January 2008 at 7.30pm

The Chairman opened the meeting at 7.30pm

Item 1 – Apologies for absence.

None

Item 2 – Declaration of Interest.

None

Item 3 – Minutes from the Meeting held on the10th December 2007.

These were proposed by Richard Payne and seconded by Brenda Edwards and accepted as a true record of the meeting.

Item 4 – Matters arising from the Minutes.

Sign posting and Roadside Verges (On going from May)
Following previous correspondence the Chairman has written to Somerset County Council regarding this matter. He is awaiting a reply.
Action. The Chairman.

The Hedge in Cooks Lane (On going from May)
The hedge has now been cut.
Action. Complete.

Footpath in Martins Paddock.
The matter of the footpath in Martins Paddock previously raised by Christine Smith is still in hand with Alan Price. Since his most recent letter to Somerset County Council a site visit has taken place and the matter is on going for the time being.

Safety Flooring
The Parish Clerk has write a letter of thanks to the Community Group. The Parish Clerk has also written to Gloria Cawood to request a further donation (as she previously suggested may be available).

Dog Waste Bin
The installation of the bin is currently in hand with Alan Price. It should be complete by weekend of 19/20 January 2008.

Jills Close
Following recent discussions and the suggestion to set up a Sub-Committee responsible for Jills Close to facilitate applications for future grants, Brenda Edwards has corresponded with Gloria Cawood. It was suggested that Brenda Edwards speaks to Wanstrow and Evercreech Parish Councils at the next neighbourhood forum meeting regarding this matter.

Parking at Crane Cottages and Cooks Lane
Shelly Day the PCSO for Cranmore attended the meeting to report back on this matter. She has visited the site on several occasions and has found each time that the vehicles parked are not within 15 yards of the end of the road. Providing this is not breached she will be unable to take any action. Parking outside this limit is allowable. Brenda Edwards reported that this limit is still being breached in the day time. Shelly Day to investigate further and again report her findings. Shelly Day has found one vehicle parked on the pavement and issued the vehicle owners with a warning letter confirming they will receive a ticket if this continues.

Neighbourhood forum.
The Chairman has received notification that the next meeting will take place on 12 February 2008. The agenda was passed to Brenda Edwards and she will attend and report anything of relevance.

Children and Youth Survey.
Further to previous discussions Mendip have organised several events in the Village Hall. The Chairman will continue to report any new developments.

Gate giving access from 1 Crane Cottages to the playing field
The Parish Clerk has written to Mark Knight acknowledging receipt of his letter, approving the existence of the gate, but confirming it does not give any permanent right of way.

Traffic cones in East Cranmore Lane
Lynn Walker reported that she has again contacted the highways regarding the Cones in East Cranmore Lane, she is still awaiting a reply. She also raised the issue of recent flooding. It has been confirmed that the highways require the submission of photographs of this flooding. Lynn Walker to undertake.

Bin lids in Jills Close
Gareth Stone should have completed the work required to the bin lids in Jills Close.
Action. Complete.

Issues regarding the Tennis and Cricket Club
The Parish Clerk has written to each organisation to suggest they appoint a liaison person to deal with any future issues.
Action. Complete.

Health and Safety Inspections and nominal rents for the Tennis/Cricket Club
Health and Safety inspections to both Jills Close and the Tennis/Cricket grounds have previously been discussed, along with the issue of nominal rents. The Chairman will investigate the history of and clarify the current situation with Christine Smith and report his findings.

Ongoing liaison between the PCSO and the Parish Council
Further to discussions at last months meeting, Shelly Day was pleased to report;
any relevant crime updates will be communicated and appear in the Cranmore grapevine

she has been able to provide some display literature with reference to herself and General Policing. This was handed to the Parish Clerk, who will arrange for it to be displayed within the Parish.

that she has been able to obtain details of the existing neighbourhood watch schemes within the Parish. The areas currently covered are;
Martins Paddock – 12 houses covered
Pond Cottage – 15 houses covered
Dallimore – 16 houses covered
Cornerside – 11 houses covered
Waterlip also has some coverage

Dave Elson is the Regional Neighbourhood Watch co-ordinator and he is based in Yeovil. It was decided that local co-ordinators should be found for those areas within the Parish not currently covered by the scheme. Shelly Day confirmed that the best first step is to get questionnaires completed by these areas. She will provide The Chairman with 300 questionnaires in due course.

Item 5. Open Meeting.

Breaches of operating hours
Ken Wagg raised the issue of breaches of operating hours by Stotts Transport at Waterlip. Breaches were reported by residents on Saturdays and Sundays. Other potential breaches are currently disputable due to errors regarding permissible operating hours contained in the notice served in respect of this.
It was decided that the first step to resloving this matter would be to get Mendip to clarify in writing the terms of the notice and the permissible operating hours. The Chairman to undertake.
The next suggested step would be to organise liaison groups between Stotts, Brittons and the Parish Council. The chairman to undertake.

Item 6. Public rights of Way

The Chairman reported that he has obtained a map and highlighed the footpaths for which the Parish Council are responsible to assist Tony Collins. The Chairman has also spoken with Sheila Hethabridge regarding this matter and she has confirmed that Tony Collins should do whatever he can within the 15 allocated hours per year, with concentration on the gateways. It was decided that the main areas for attention were Dean and East Cranmore. If any repairs are required these should be noted and reported to Mendip, who will undertake. Lynn Walker to pass the map and all relevant information to Tony Collins.
Alan Price also reported that he has received an invitation to a joint meeting with Somerset County Council and Mendip County Council regarding the rights of Way. Alan Price and Tony Collins to attend.

Item 7. Planning

The application has been approved.

c. Other planning matters of note

i. The Chairman reported that the recent application for the erection of a HGV lorry workshop in Waterlip has been refused. This followed a vote at the meeting held on 09 January 2008, where it the proposals were rejected by 15 votes to 5.
ii. It was acknowledged the Parish Plan should be reviewed prior to the next AGM where the Chairman will need to report on this. Review date yet to be set.

Item 9. SALC

Correspondence has been received regarding the Certificate in Local Council Administration. It was decided this should be addressed at the next meeting.

Item 10. Finance.

The payment of 4 bills to;
Taunton Deane for maintenance during 2007
Mendip District Council for Election services relating to 03 May 2007
The Parish Clerk – Wages
Brenda Edwards – for a combination lock (Jills Close & the playing field)
was proposed by Brenda Edwards and seconded by Max Edgar

Item 11. Parish Matters.

It was reported that Torr Works want to be involved in the 150 years of the Railway celebrations. Liasions are already taking place regarding these celebrations between Dick Masters and Torr Works. The Parish Clerk will write to Dick Masters and invite him to attend the next Parish Council meeting. Paul treby will meanwhile contact Alan Taylor at Mendip Rail to see f they would like to be involved.
